All suspects are presumed innocent until proven guilty in a court of law.

On Monday June 14 th, Rochelle Police Department personnel arrested Josh W. Seaney, 30, of Rochelle, as a result of a follow up investigation. Mr. Seaney was charged with the class 3 felony offense of failing to register as a murderer and violent offender against youth registry member. Mr. Seaney was arrested twice in 2008 for the same offense (08-2689, 08-7696).

Mr. Seaney was transported to the Ogle County Jail in lieu of bond.

On Monday April 25th at 1:42 a.m., Rochelle Police Department personnel observed a fire behind the band shell at Atwood Park. It was determined that the fire was set, and it resulted in damage to the band shell and two portable restrooms.

A second report for the same location was received on April 28 th, after Park District employees discovered additional damage had been done since the initial incident. The pop machine at the band shell had been damaged, and there was spray paint on the building. Over $6,000 in damage was caused as a result of these two calls.

After completing investigations into both cases, three male juveniles (ages 15, 15, 14) were arrested for the offenses of criminal damage to government supported property (class 3 felony).

10-3966: Burglary

On Friday April 16 th at 4:46 a.m., the Rochelle Police Department received a call of a business burglary at the Johnson Tractor facility located at 1030 S. 7 th Street. Employees reported to officers a loss of over $20,000 worth of lawn and garden machinery. In March of 2010, the Sterling Police Department responded to a burglary of the Wilco Rental. More than $10,000 of lawn and garden machinery was stolen from this store.

On June 9 th members of the Rochelle and Sterling Police Departments responded to an address in Ingleside as a result of this investigation. Stolen property from the Wilco Rental store and from Johnson Tractor was recovered at the residence. The resident, Edward J. Barnstable, 41, of Ingleside, recently reported to the Wisconsin Department of Corrections to serve a four year sentence for a Monroe, Wisconsin carjacking charge. The Rochelle Police Department will forward the case file information to the Ogle County State’s Attorney’s Office for a determination of charges.

On Friday May 7 th, the Rochelle Police Department responded to 222 1 st Avenue, the Rochelle Church of God, reference a burglary.

The offender was caught on video surveillance, and appears to be a white male, possibly with a tattoo on his neck. The Rochelle Police Department is asking if anyone has any information about the possible identity of the suspect to call the Rochelle Police Department, or the Ogle-Lee Crime Stoppers at 1-888-228-4488 (1-888-CAUGHT-U).

On Friday April 16 th at 4:46 a.m. the Rochelle Police Department received a call of a burglary at 1030 S. 7 th Street, Johnson Tractor.

With the assistance of the Illinois State Police Crime Scene Unit it was determined that the suspect forced entry into the building and subsequently took over 40 different types of items, including chain saws, leaf blowers and weed eaters.

Witnesses stated a red van, with a black ladder rack, pulling a black tandem axle utility trailer had been seen in the area just prior to the burglary. It is reported that the van and trailer had been parked at 981 S. 7 th Street, the now vacant Rochelle Dodge car lot, at approximately 7:00 p.m. on Thursday April 15 th.

Witnesses reported seeing a white male, approximately 40-45 years of age, wearing jeans and a dark sweatshirt, walk from the suspect van along Hwy 251 past the front of Johnson Tractor just prior to the incident.

The Sterling Police Department is investigating a similar incident, with the same suspect vehicle description.

The van is believed to be a GMC Savana cargo van. The van was caught on video, as was the suspect. Anyone who may have seen the van or suspect in the area is urged to contact Detective Sgt. Jeff Leininger.

On Friday April 16 th at 8:30 p.m. the Rochelle Police Department received a call of a fight in progress in the area of the 700 block of Lincoln Avenue. Officers were advised one of the participants was armed with a knife. Officers spoke with the complainants, who said two male subjects approached their car while they were turning around under the overpass on 1 st Avenue. According to witness statements, one of the males entered the vehicle and tried unsuccessfully to stab one of the occupants. One of the remaining occupants was able to shut the car door before any injuries were inflicted.

After further investigation, Charles D. Chamness, 26, of Rochelle was arrested on the offenses of Mob Action (class 4 felony), Vehicular Invasion (class 1 felony), Aggravated Assault (class A misdemeanor), Criminal Trespass to Vehicle (class A misdemeanor), and two counts of Disorderly Conduct (class C misdemeanors).

Armed Robbery

On Tuesday March 23 rd at 11:22 p.m. the Rochelle Police Department received a 911 call in reference to an armed robbery at 128 N. Main Street #B. The victim advised that two male offenders with weapons forced him to give them his money.

Officers interviewed several witnesses on scene, and the description of the two subjects is as follows: Suspect #1 was thin, and was wearing dark clothing. Suspect #2 was shorter than the suspect #1, had a dark hooded jacket, and was possibly Hispanic or African American.

The Rochelle Police Department continues to follow leads and investigate this report. Drug Arrest

Two drug related grand jury indictments were issued on Thursday February 4 th, 2010. These indictments were the result of the continued efforts to combat drugs in the Ogle County and Rochelle area by the Rochelle Police Department and the Ogle County Sheriff’s Office. On Saturday February 6 th, Rochelle Police arrested Roman S. Villalobos, 26, of Rochelle, on a warrant for the offenses of unlawful delivery of a controlled substance within 1,000 feet of a park (Class X felony), unlawful delivery of a controlled substance (Class 1 felony), and possession of a controlled substance (Class 4 felony) . As a result of this investigation, a seizure warrant was obtained for Mr. Villalobos’ 2000 Chrysler LHS. Rochelle Police took custody of this vehicle during the arrest of Mr. Villalobos.

On Friday 020510, The Dekalb Police Department took Thomas B. Shaw, 32, of Dekalb, into custody on the second grand jury related warrant. Mr. Shaw was arrested for unlawful delivery of a controlled substance (Class 3 felony).

Mr. Villalobos was taken to the Ogle County jail in lieu of his $100,000.00 bond. On Monday February 8 th his bond was reduced by $90,000.00 to $10,000.00 and he was able to post $1,000.00 (10% applies) and was subsequently released.

Tobacco Compliance Checks

On Tuesday November 24, 2009 the Rochelle Police Department conducted tobacco compliance checks on local retailers. These checks are conducted in conjunction with the Illinois Liquor Commission’s “Can’t Buy ‘Em Here” campaign to reduce underage tobacco use.

As a result of the compliance checks all retailers passed the checks, either refusing the sale outright or identifying the teenager and then refusing the sale.

Tobacco compliance checks will continue throughout the year.

Ogle County Sheriff Gregory Beitel and Rochelle Police Chief Eric Higby announce information on Public Act 96-0788, the Premise Alert Program for all the citizens of Ogle County.

On August 28, 2009, the Illinois Legislature passed Public Act 96-0788, the Illinois Premise Alert Program. This act requires that Public Safety Agencies with computer aided dispatch systems implement this program. The Premise Alert Program was designed to compile and maintain a database of subscribers with special needs. This program is recommended for persons with chronic physical and/or mental disability.

A disability is defined as a condition of physical or mental impairment that substantially limits one or more of the major life activities. Written permission will be required and may be obtained from the individual, a parent, a guardian, a family member, or a caregiver of the individual.

A registration form will include information on the subscribers address as the database is linked to their address. The information provided will then be relayed to emergency response agencies, including police, fire and ambulance personnel during the emergency.

Subscribers must sign a waiver acknowledging that their special needs information may be broadcast over public safety communications media.

The information is kept on file for a period of two (2) years. If the information is not updated at that time, the record will be removed from the system. It is the responsibility of the subscriber to update any information during that 2-year period as well.

The forms are available at this time at the Ogle County Sheriff’s Office and Rochelle Police Department. In the near future they will be available at the local police departments, various senior service organizations, city and village halls.

On Saturday October 10th at 2:53 a.m., the Rochelle Police received a call of a vehicle versus pedestrian crash west of Rochelle on Route 38. Officers located an injured female on scene, and the Rochelle Fire Department responded and transported her via ambulance to the Rochelle Community Hospital. The victim, Irma E. Losoya, 46, of Rochelle, died as a result of her injuries.

The truck involved in the incident was westbound prior to the crash. The initial investigation indicates that the female was possibly walking on the roadway, and the driver swerved in an attempt to avoid her.

The Illinois State Police responded to the scene and conducted a crash reconstruction. The Rochelle Fire Department and the Ogle County Coroner’s Office also assisted the Rochelle Police Department with this investigation, which is still ongoing.

On Wednesday September 30 th at approximately 12:41 a.m., the Rochelle Police Department was contacted by the Ogle County Sheriff’s Office in reference to 911 call for an unresponsive male at 722 8 th Avenue. Rochelle officers were dispatched to assist the Rochelle Fire Department.

Personnel on scene located the unresponsive male, and it was determined that he was deceased. The male, Greg P. Peters, 33, of Rochelle, was found by another resident of 722 8 th Avenue shortly before the 911 call was placed. Officers did not locate any signs of a struggle or forced entry.

The Ogle County Coroner’s Office is assisting the Rochelle Police Department with this investigation. An autopsy is scheduled for Wednesday September 30 th at 11:30

09-9815: Child Pornography

On Thursday September 10, 2009 Rochelle Police detectives executed a search warrant at 5273 Wendell Drive, the home of James C. Fredricksen, 51, based on information they had received of possible child pornography being present in the household.

As a result of the search several items were confiscated, such as CD’s, computer hard drives and thumb drives. Evidence of child pornography was found amongst these items.

Rochelle Police detectives responded to Northern Illinois University, where Mr.Fredricksen is employed, and took custody of him without incident.

James C. Fredricksen was subsequently charged with 3 counts of Child Pornography, with each being a Class 3 Felony, and 1 count of Child Pornography, being a Class 1 Felony.

James C. Fredricksen was transported to the Ogle County Jail.

On Friday September 11, 2009 James C. Fredricksen appeared before an Ogle County Judge and was released on a recognizance bond.

On August 19, 2009 Rochelle Police detectives were contacted by Chicago Police detectives who were seeking assistance in locating Anthony Kuri (M/W 20 years of age) for questioning in a homicide case. A warrant had also been issued for Anthony Kuri, out of Chicago, for a failure to appear on an obstructing charge.

On September 8, 2009 Rochelle Police officers received word of Kuri’s whereabouts and were able to take him into custody without incident, on the outstanding warrant. Chicago Police detectives were contacted and responded to the Rochelle PD and took custody of Kuri.

On September 10, 2009 Chicago Police detectives were able to secure charges against Anthony Kuri for one count of First Degree Murder and one count of Attempted First Degree Murder.

On Friday August 21 st at approximately 1:27 a.m. the Rochelle Police Department received a 911 call. The caller advised there was a house on fire at 418 Woolf Court. The Rochelle Fire and Police Departments were both dispatched to the residence. When officers arrived on scene, the fire was visible and an attempt was made to enter the residence to check for anyone inside. Due to the heavy smoke, officers were not able to search the entire residence.

After the Rochelle Fire Department extinguished the flames, a deceased male was located in an upstairs bedroom. The male was identified as Scott A. Kramer, 45, of Rochelle. The Illinois State Fire Marshal’s Office, the Ogle County Coroner’s Office and the Illinois State Police Crime Scene Investigation Unit were called to assist the Rochelle Police Department with the investigation. At this time the investigation remains open as the cause of the fire has not been determined. An autopsy is scheduled for 12:00 p.m. on Friday August 21 st.

On July 8 th, 2009 the Rochelle Police Department took an initial report of a theft that occurred at the Dollar General Store, located at 222 May Mart Drive. Surveillance video captured an unknown female subject taking an employee’s purse from behind a counter. A photo of this subject was placed onto the CrimeStoppers website, printed in the Rochelle News-Leader and broadcast on WTVO. After seeing the photo in the paper, a citizen called in to report the offender’s identity.

Rochelle Pharmacy employees reported a forgery on July 9 th. A female subject presented a forged check, and was recognized as the same person depicted in the photo from the News-Leader.

After further investigation into the incidents, Marica A. Dusing, 55, of Polo was arrested for the offenses of theft (a class 4 felony), and forgery (a class 3 felony). She was transported to the Ogle County Jail in lieu of bond.

As the Fourth of July nears, the complaints of illegal fireworks rise. The City of Rochelle wants this to be a safe and enjoyable summer for it’s citizens and issues the following information.

Any firework that explodes or launches such as firecrackers, bottle rockets, and roman candles are illegal to sell or possess in the State of Illinois to the public.

Fireworks that are considered legal in Illinois are items such as snake or glow-worms, smoke bombs, party poppers, snappers, handheld sparklers, and toy pistol caps. Retailers can sell these items without any special licensing.

Violations for illegal fireworks will result in a $25.00 citation for the first offense and up to a $750 fine for subsequent violations.

Anyone requiring additional information or clarification on the sale or possession of fireworks can contact the Rochelle Police Department at 562-2131.

Sheriff Beitel says, “The use and abuse of drugs in our county is the root cause of much of the crime and many of the problems with which we deal. These indictments and arrests are the result of an aggressive, cooperative effort by all law enforcement agencies in Ogle County to combat drug dealing in our communities.”

All of the above individuals, except for the fugitives Edmon Kirksy Jr. and Shalamar F. Sopys were arrested without incident on June 4 th at various locations in Ogle County. All remain in the Ogle County Jail except for the two defendants released on Recognizance Bond on June 5 th.

Sexual Assault

On 050109 the Rochelle Police Department was called to investigate a report of a sexual assault. The assault was reported to have occurred at Lincoln School during the 2006-2007 school year. The victim of the assault was nine years old at the time of the incident. Detectives conducted an investigation into the allegations with the assistance of the Dekalb County Child Advocacy Center. Upon the conclusion of the investigation, Martin Zamarron was arrested for predatory criminal sexual assault of a child (class x felony). Mr. Zamarron, 48, of Rochelle, was working as a provisional teacher at the time of the alleged incident. Mr. Zamarron’s provisional certificate expired at the end of the 2006-2007 school year and has not been employed by the district since that time. He was transported to the Ogle County Jail in lieu of bond.

On Friday April 24 th at 6:26 p.m., Rochelle Police Department officers observed a male subject lying in the roadway in the 900 block of Garfield Drive. At this time, a 911 call was also received regarding the subject who was down on the street. The male was taken via ambulance to the Rochelle Community Hospital. He was later flown to St. Anthony’s Hospital in Rockford for treatment for head injuries.

The initial investigation indicates that the male exited a vehicle from the front passenger seat while the car was in motion.

On April 25 th, the Rochelle Police Department was notified by the Winnebago County Coroner’s Office that the male subject, Jason R. Linton, 21, of Rochelle, died as a result of his injuries. This investigation is still ongoing at this time.

PRESS RELEASE FROM OGLE COUNTY STATE'S ATTORNEY OFFICE

OREGON, ILLINOIS

John B. Roe, Ogle County State's Attorney, announces that on April 14, 2009, in the Ogle County Circuit Court, William W. Clark, age 29, of Rochelle, pled guilty to the Count II offense of Aggravated Robbery, a Class 1 Felony, and was sentenced to 7 years in the Illinois Department of Corrections. Count I Armed Robbery was dismissed per the plea. The sentence relates to an incident on March 26, 2006 in which Rochelle Police responded to a robbery that occurred at the Sunrise Restaurant. Within minutes of responding to the call, two suspects were taken into custody near Old Quarry Road in Rochelle. Subsequently, Rochelle Police arrested William W. Clark for the offense of armed robbery. In addition to the prison sentence, Clark was ordered to pay a $100.00 fine and $3,349.51 in restitution. Clark shall serve 2 years of mandatory supervised release upon his release from prison. Other pending cases involving Forgery and Deceptive Practice charges were dismissed per the plea in this case. Clark received credit for 278 days for time already served.

On Wednesday April 8 th at 10:12 p.m., the Rochelle Police Department received a 911 call to respond to T Byrd Lanes at 1172 Lincoln Highway. The caller said that a male subject was being beaten with baseball bats outside the aforementioned location. Responding officers were advised that the offenders left the area in a vehicle. A single male victim was located on scene, and he was transported via ambulance to the Rochelle Community Hospital for head injuries. Witnesses indicated that the offenders were trying to drag the victim into an awaiting car as they were beating him with bats.

Approximately five minutes later, the suspect vehicle was located and stopped by the Hillcrest Police Department on Route 251 near Hemstock Road. Upon further investigation, two subjects were taken into custody. Arthur P. Hawes, 27, of Rochelle, was arrested and charged with aggravated battery (class 3 felony), unlawful restraint (class 4 felony), and attempted kidnapping (class 3 felony). Eliseo Ross, 28, of Avondale, Arizona was arrested and charged with aggravated battery (class 3 felony), unlawful restraint (class 4 felony), and attempted kidnapping (class 3 felony). Both subjects were transported to the Ogle County Jail in lieu of bond. The Rochelle Fire Department and the Hillcrest Police Department assisted the Rochelle Police Department with this investigation.

Home Invasion

On March 29, 2009 at approximately 0300 hours the Rochelle Police Department received a call reference a possible home invasion at 115 4 th Avenue. It was reported that multiple suspects, believed to be gang members, had broken out windows to the residence, forced their way inside and battered one victim within the residence. The victim sustained minor injuries.

Responding patrol officers located a vehicle, matching that of the offenders, leaving the area. Officers attempted a traffic stop on the vehicle, which refused to stop. Officers pursued the vehicle to the area of the Rochelle Middle School, where multiple suspects fled the vehicle on foot. Responding patrol units were able to apprehend 5 suspects at the scene.

The following were taken into custody after the pursuit:

Christopher E. Rangel of Rochelle : charged with Mob Action, Home Invasion, Obstructing a Police Officer, Unlawful Contact with Street Gang Members.

James N. Salazar of Rochelle: charged with Mob Action, Obstructing a Police Officer, Consumption of alcohol as a minor, Possession of Drug Paraphernalia.

Ruben C. Burgess of Rochelle: charged with Mob Action, Obstructing a Police Officer, Consumption of Alcohol as Minor, Unlawful Contact with Street Gang Members.

Adrian L. Lopez of Rochelle: charged with Mob Action, Obstructing a Police Officer, Consumption of Alcohol as Minor.

A 16-year old male juvenile was charged with Mob Action, Obstructing a Police Officer and Consumption of alcohol as a minor. The juvenile was released to his parents and will be petitioned into court at a later date.

Rangel, Salazar, Burgess and Lopez were transported to the Ogle County Jail to await a bond hearing.

One suspect was able to flee the area, but was later located in Rockford after being arrested by the Rockford PD, for giving a false name, at an area hospital while being treated for cuts to his hand, which were believed to have been a result of the home invasion.

A Rochelle detective responded to the Winnebago County Jail and took custody of Francisco Martinez Jr. of Rochelle who was charged with Mob Action and Obstructing a Police Officer. Martinez was also transported to the Ogle County Jail to await a bond hearing.

On Thursday March 5, 2009 the Rochelle Police Department had received information that Brandon A. Washington, 20, of Rochelle, was reportedly caring a small caliber pistol on his person.

Officers checked several locations throughout town and subsequently located Mr.Washington on the corner of Lincoln Avenue and N. 9 th Street. When approached by detectives and asked if he would consent to a pat down Mr.Washington took off running. Mr.Washington was apprehended after a short foot pursuit and taken into custody without incident. No weapon was found on Mr.Washington’s person, however Sgt.Frankenberry and his canine partner Olaf searched the area and recovered a weapon along the route Mr.Washington had ran. The weapon was found to be a starters pistol, which was not capable of firing live rounds, nor designed to do so.

Mr.Washington was found to be in possession of a small amount of cannabis and was subsequently charged with Possession of Cannabis less than 2.5 grams (Class C Misdemeanor) and Obstructing a Peace Officer (Class A Misdemeanor).

Mr.Washington posted $100.00 cash bond and was released with an Ogle County Court date of April 17 th 2009.

Snowmobile Crash

On Saturday February 21st at 0646 a.m., the Rochelle Police Department received a call of a snowmobile versus tree crash at 320 Lida Lake Lane. The responding officers were advised that the victim was unresponsive. Upon the arrival of the Rochelle Fire Department the victim was transported to the Rochelle Community Hospital where he was pronounced deceased.

The initial investigation showed that the victim, Jeremy Bruce, 23, of Rochelle, had been westbound between the homes on Lake Lida Lane and Lake Lida. The snowmobile struck several medium size trees at what appeared to be a high rate of speed. The investigation of the crash is still ongoing.

Stolen Automobile

On 021409 at 0911 hrs., the Rochelle Police Department Patrol Division was dispatched to 1209 Tilton Park Drive reference a stolen vehicle report. Upon arrival it was determined that a 2007 Chevrolet SUV had been stolen from the residence that morning. Officers checked the area for the vehicle with negative results.

On 021509 at 0420 hrs., the patrol division observed the stolen vehicle northbound on N. Main St., and made a traffic stop on the vehicle on N. Main St., at 7 th Ave. Officers arrested Jason E. Mireles, 28 of Rochelle at the scene. Officers found the inside of the vehicle had been torched, and items on Mireles person that did not belong to him. After an investigation into the incident, it was determined Mireles was in possession of stolen property stemming from two other separate car burglaries that morning. Mireles was charged with the following:

One count of Unlawful Possession of a Stolen Vehicle (Class 2 Felony).
Two counts of Burglary (Class 2 felony).
One count of Criminal Damage to Property in excess of $300.00 (Class 4 Felony).
Eight counts of theft (Class 4 felony.
One count of Criminal Trespass to Vehicle (Class A Misdemeanor).
One count of Obstructing a Peace Officer (Class A Misdemeanor).
One count of No Valid Driver’s License (Class B Misdemeanor).
One count of Improper Lane Usage (Petty Offense).

Mireles was later transported to the Ogle County Jail pending a bond hearing.

On Thursday February 12, 2009 the Rochelle Police Department conducted tobacco compliance checks on local retailers. These checks are conducted in conjunction with the Illinois Liquor Commission’s “Can’t Buy ‘Em Here” campaign to reduce underage tobacco use.

Joshua R. Ellis (M/W 23 years old of Rochelle) was arrested at Stop-N-Go, 1000 S. 7 th Street, for Sale of Tobacco to a Minor.

Charles Hamlin Jr. (M/B 40 years old of Rochelle) was arrested at Road Ranger, 890 E. IL Rt. 38, for Sale of Tobacco to a Minor.

On Tuesday 021009 Rochelle Police Detectives, along with Ogle County Sheriff’s Detectives, received information that a missing juvenile may be staying at 403 ½ Lincoln Hwy Apt B-7.

Detectives subsequently located the missing juvenile, along with a handgun, which had been reported stolen during a residential burglary in Algonquin Illinois, on 020509. The juvenile was taken into custody as a suspect in the burglary.

The resident, of 403 ½ B-7, Christopher J. Lyp, 18, was also taken into custody reference the burglary. Detectives recovered several other items in the apartment, which had been reported stolen by the Algonquin Police Department, including boxed ammunition, loaded rifle magazines, drug paraphernalia and a small amount of cannabis.

Rochelle and Ogle detectives were able to locate and take into custody a third burglary suspect, Justin B. Abell, 21, of Rochelle. Detectives subsequently recovered a Mini-14 rifle, a .22 caliber rifle and several swords and knives, all which had been reported stolen during the Algonquin burglary.

Detectives from the Algonquin PD responded to the Rochelle PD and took custody of Christopher J. Lyp and Justin B. Abell reference the burglary charges. The juvenile was subsequently released to a family member, with charges pending.

On 012309 members of the Rochelle Police Department executed a search warrant at 530 Woolf Court. Officers located a large cannabis grow operation inside the residence. The operation had grow lights, as well as watering and feeding systems for the plants. Numerous pieces of drug paraphernalia, a small amount of United States currency, and over thirty cannabis sativa plants were seized.

On Wednesday December 24 th at 10:59 p.m., the Rochelle Police Department received a call from the Illinois State Police in reference to a request to check local truck stops for a wanted subject. Information received indicated that the male subject, John R.Gray, age 28 of Virginia Beach, was wanted for the offense of homicide. The homicide was discovered by the Boone, North Carolina Police Department on December 22 nd, 2008. The subsequent investigation led to John Gray as the suspect.

He was seen at the Road Ranger gas station in Mendota, Illinois at 6:45 p.m. on December 24 th. Mendota police were called to the scene regarding an individual selling firearms on the premises. The suspect, John Gray, fled on foot into open farm ground and was not apprehended at this time.

Personnel from the Rochelle Police Department and the Illinois State Police circulated photographs and a physical description of the suspect to businesses near Petro. He was positively identified as having been at three of the locations, including the U.S. Express Hotel. After establishing Mr. Gray’s room, other hotel guests were evacuated and The Illinois State Police Tactical Response Team was activated. After lengthy negotiations, John Gray exited his room at the hotel and was taken into custody without incident. He was transported to the Ogle County Jail.

The Ogle County Sheriff’s Deputies and members of the Rochelle Fire Department also participated in this incident.

Gunshot Wound

On Wednesday December 10 th at 11:14 p.m., the Rochelle Police Department received a 911 call to respond to the 1100 block of Avenue E in reference to a male with a hand wound. Officers were advised the victim had received the wound as a result of an altercation. The responding officers located a 19 year-old male subject who was suffering from a gunshot wound to his hand. The male was initially taken to the Rochelle Community Hospital, and he was later transported to St. Anthony’s Hospital in Rockford. The Illinois State Police (Crime Scene Service) is assisting the Rochelle Police Department with this ongoing investigation.

Criminal Damage to Property

On November 22, 2008 the Rochelle Police Department Patrol Division observed two suspicious male subjects on the south side of Memorial park. Officers made contact with the two subjects and observed that the property of the Rochelle Park District had been vandalized with gang graffiti. After an investigation into what the subjects were doing in Memorial Park, both were identified, arrested, and charged with the following:

Ulises O. Montano, 19, of Santa Barbara County, California, Criminal Damage to State Supported Property (Class 4 Felony), and Possession of Drug paraphernalia (Class A Misdemeanor).

Moises Hurtado, 19, of Rochelle, Criminal Damage to State Supported Property (Class 4 Felony), Possession of Drug Paraphernalia (Class A Misdemeanor), Possession of Cannabis more than 2.5 grams but not more than 10 grams (Class B Misdemeanor).

The Rochelle Police Department K-9 Unit located evidence relating to the vandalism done in the park.

Both subjects were transported to the Ogle County Jail to await a bond hearing.

On Wednesday November 19, 2008 the Rochelle Police K-9 Unit coordinated a search of the Rochelle Township High School. The search was conducted with the cooperation of the Rochelle Township High School administration. Rochelle detectives and patrol officers assisted, as well as K-9 units from Dekalb City, Dekalb County, Stephenson County, Carroll County, Ogle County, Oregon, Sterling, Dixon, Jo Davies County, and the Illinois State Police District 1. The search consisted of student lockers and the student parking lot.

As a result of the search a K-9 unit alerted on a vehicle belonging to Jessie N. Thornton, 18, of Chana, who was subsequently arrested for Unlawful Possession of Cannabis, less than 2.5 grams, a Class C Misdemeanor. Thornton posted $75.00 cash bond and was released, with a court date of December 24, 2008 at the Ogle County Court House.

Burglary

On Sunday November 2, 2008 at 1925 hours the Rochelle Police Department responded to a burglar alarm coming from Rochelle Tobacco, 136 May Mart Drive.

Officers were on scene within two minutes of receiving the alarm. Officers found the glass had been broken out of the front door. The Illinois State Police Crime Scene Services responded and processed the scene. Several items of evidence were collected, including video surveillance footage.

The video surveillance showed what appeared to be two male suspects entering the store. The suspects grabbed several cartons of cigarettes and fled the scene.

On Tuesday November 4, Rochelle police detectives received a call from Dekalb Police detectives who had several suspects in custody, from a similar burglary.

Rochelle detectives responded to Dekalb and interviewed two suspects, Jordan M. Utley, 17, of Dekalb and Metasebia Z. Girma, 18, of Dekalb.

Detectives met with the Ogle County State’s Attorney Office who assisted in obtaining arrest warrants for both subjects, for Burglary a Class 2 Felony. Bond was set at $25,000.00 each.

Counterfeit Money

The Rochelle Police Department has received three reports of counterfeit twenty-dollar bills since 102208. Two of the bills had the same serial number. The bills were taken in at a local restaurant and in bank deposits.

Business owners, as well as individuals, are encouraged to check their money when receiving payment or change.

Some simple things to look for would include the security strip within the bill, the watermark of the president’s face, and on newer bills the reflective coloring. Often times the counterfeit money doesn’t have the correct feel, the color varies, the size is incorrect or the borders show white.

On Friday October 24, 2008 at 10:09 pm, the Rochelle Police Department Patrol Division stopped a vehicle for minor traffic violations at the intersection of 1 st Avenue and Washington Street. After a walk around the vehicle by the Rochelle Police Department K-9 Unit, and further investigation, officers arrested David H. Pollock, (M/W 29YOA) of Rochelle for one count of unlawful possession with intent to deliver more than 10 grams, but not more than 30 grams of cannabis within 1,000 feet of a school (Class 3 Felony), one count of unlawful possession of cannabis more than 10 grams, but less than 30 grams, second offense (Class 4 Felony), three counts of unlawful possession of drug paraphernalia (Class A Misdemeanors), and issued traffic citations for failure to notify secretary of state of address change, loud exhaust, and no rear registration light. Officers seized over $600.00 in cash. Pollock was transported to the Ogle County Jail awaiting a bond hearing.

Aleman in Texas.The Rochelle Police had obtained warrants for Mr.Aleman for two counts of Failure to Register as a Sex Offender and one DUI charge, stemming from multiple incidents.

On Wednesday September 24 th at 12:16 a.m. the Rochelle Police Department received a report of a suspicious person in the area of Dennis Street and Shirley Avenue. The caller advised the person was attempting to enter vehicles parked in the area. Upon arrival to the area, responding officers observed a male subject running from the scene. Rochelle Police K-9 Olaf was able to track the subject to a nearby backyard where he was taken into custody without incident. He was identified as James W. Huff Jr., 20, of Rochelle.

After further investigation, Mr. Huff was charged with 2 counts of burglary (class 2 felony), criminal damage to property, and unlawful consumption of alcohol. He was transported to the Ogle County Jail in lieu of bond. Officers recovered property from these cases that was not traced to a specific vehicle. Andrews, age 37, of Aurora, pled guilty to the Class 1 Felony offense of Possession of a Controlled Substance and was sentenced to 4 years in the Illinois Department of Corrections. On January 19, 2007, Rochelle Police Department executed a search warrant at 1250 North 8th Street Apt. 6, Rochelle, the former residence of Andrews, and seized $3,000 worth of cocaine and $200 worth of Cannabis. Subsequently, Andrews was arrested for the Class 1 Felony offense of Possession of a Controlled Substance and Class 4 Felony offense of Possession of Cannabis and was transported to the Ogle County Jail. Andrews posted bond and was released from custody in February of 2007. Upon being sentenced to the Illinois Department of Corrections, Andrews was immediately taken into custody to begin serving the 4 year prison sentence.

On July 9 th, 2008, Rochelle Police Detectives conducted random compliance checks on Registered Sex Offenders and Registered Violent Offenders Against Youth, who reside within the city limits of Rochelle. As a result of those compliance checks, three individuals were found to be non-compliant.

On Friday July 25 th evidence was presented to the Ogle County Grand Jury, who returned the following indictments:

Josh W. Seaney, 28, Unlawful Failure to Register as a Violent Offender Against Youth, being a Class 3 Felony. Seaney’s next court appearance is August 8 th, 2008.

Ricardo “Richard” Castillo, 30, Unlawful Failure to Register as a Sex Offender, being a Class 3 Felony. Castillo was in the custody of the Ogle County Jail, on an unrelated matter, when an arrest warrant was issued and remains in custody, awaiting further court appearances.

Valentin C. Aleman, 38, Unlawful Failure to Register as a Sex Offender, being a Class 3 Felony. An arrest warrant for Aleman was issued, in the amount of $75,000.00. Aleman remains at large.

On Friday, July 25th, 2008, in a continued effort between The Ogle County Sheriff’s Office and the Rochelle Police Department, Five individuals from the Rochelle area were indicted on Felony Drug charges. Following a Five-month undercover investigation between the two Departments, and also being assisted by the Dixon Police Department, evidence was presented to the Ogle County Grand Jury. Following the Grand Jury testimony, Felony warrants were obtained on five individuals who were later arrested on Narcotics charges.

On Monday 072108 at 1710 hours the Rochelle Police Department responded to the 100 block of South Washington Street, reference a fight in progress.

Upon arrival Rochelle police discovered the victim, who was suffering from several head wounds. The victim stated two subjects, who he identified as Rueben C. Burgess, 18 and Dillon J. Knight, 18 both of Rochelle, had attacked him. The victim stated he had been struck numerous times, in the head with a brick. The victim was transported to the Rochelle Community Hospital, via Rochelle Ambulance, for the injuries he had sustained.

Dillon Knight was subsequently arrested and charged with Aggravated Battery a Class 3 Felony and transported to the Ogle County Jail, where he is being held on a $50,000.00 bond.

Rueben Burgess remains at large and a warrant for Aggravated Battery has been issued for his arrest.

John B. Roe, Ogle County State's Attorney, has announced that on July 14, 2008, an arrest warrant was issued for Isabel Coronado, age 37, Rochelle, for the offenses of Drug-Induced Homicide and Delivery of a Controlled substance in relation to the May 18, 2008 death of Donna S. Taylor.

On Sunday, May 18, 2008, at 11:24 a.m., the Rochelle Police Department responded to an unknown medical call at the Baymont Inn. Upon the arrival of the Rochelle Police and Fire Departments, an unresponsive female, later identified to be Donna S. Taylor, age 38, Rochelle, was located and pronounced deceased.

The Rochelle Police Department, assisted by the Illinois State Police (Crime Scene Investigations), investigated the death of Taylor which led to the July 14, 2008 arrest warrant for Isabel Coronado. Bail has been set at $500,000/10%. Coronado has since been arrested by Rochelle Police Department detectives on the $500,000/10% warrant and transported to the Ogle County Jail where he remains in custody in lieu of bail.

Coronado will be arraigned on the charges in Ogle County Circuit Court on July 15, 2008. Drug-induced Homicide is a Super Class X felony with a sentencing range upon conviction of 15 to 30 years in the penitentiary. The Delivery of a Controlled Substance charge is a Class 1 felony with a sentencing range upon conviction of 4 to 15 years in the penitentiary.

John B. Roe, Ogle County State’s Attorney, has announced that on July 14, 2008, Jonathan Martinez, age 23, formerly of Rochelle, was sentenced to 8 years in the Department of Corrections as a result of his pleas of guilty to 2 separate counts of the Class 4 offense of Felony Domestic Battery and one count of the Class 1 felony offense of Attempt Home Invasion.

Martinez was arrested by Rochelle Police officers in September of 2006 and January of 2007 for the offenses of Felony Domestic Battery. He was released from the Ogle County Jail after posting the required bail in each of these cases.

In July of 2007, Martinez was arrested by the Rochelle Police for Home Invasion, Unlawful Restraint, and Domestic Battery. Upon his arrest in July 2007, bail was set at $1,000,000/10% and Martinez has remained in custody of the Ogle County Jail in lieu of bail since that time.

Martinez will receive credit for time served in the Ogle County Jail and will be required to remain on parole for 2 years after his release from prison.

Unlawful Failue to Register

On Wednesday July 9 th, 2008 the Rochelle Police Department conducted random compliance checks on registered Sex Offenders and registered Violent Offenders Against Youth. During these checks it was learned that Josh W. Seaney, 28, of 800 Treatment Plant Road #29, a registered Violent Offender Against Youth, was non-compliant. Josh Seaney had failed to update his employment information within the required time period.

On July 10, 2008 the Rochelle Police Department arrested Josh Seaney for Unlawful Failure to Register as a Violent Offender Against Youth, a Class 3 Felony.

On March 20, 2008 the Rochelle Police arrested Josh Seaney for the same offense, and he was out on bond awaiting trial at the time of this arrest.

Burglaries

On three separate occasions (10/27/07: 07-13520, 11/05/07: 07-13904, 02/23/08: 08-2125) the Rochelle Police Department responded to burglary reports at the Rochelle Truck Center, located at 222 Cherry Avenue.

The suspects were able to make forced entry in each incident. Various items were taken each time, to include tools, computer hardware and cash.

On May 28 th 2008 Rochelle Police Detectives arrested Loren “Mike” Goatcher, 23, of Steward Illinois, in connection with case 08-2125. Goatcher was charged with Burglary, a Class 2 Felony, and transported to the Ogle County Jail to await a bond hearing.

On June 4 th 2008 Rochelle Police Detectives arrested Benjamin L. Elshoff, 19, of Creston Illinois, in connection with case 07-13520, 07-13904 and 08-2125. Elshoff was charged with 3 counts of Burglary, each being a Class 2 Felony. Elshoff was transported to the Ogle County Jail to await a bond hearing.

Death Investigation

On Sunday May 18 th at 11:24 a.m., the Rochelle Police Department received a request for an ambulance at the Baymont Inn for an unknown medical call. Upon the arrival of the Rochelle Fire and Police Departments, an unresponsive female was located and pronounced deceased. The female was identified as Donna S. Taylor, 38, of Rochelle. The Illinois State Police (Crime Scene Investigations) and the Ogle County Coroner’s Office assisted the Rochelle Police Department with this case.

On Monday May 19 th an autopsy was performed, and at this time no foul play is suspected.

Tobacco Compliance Checks

On Wednesday, May 14, 2008 the Rochelle Police Department conducted tobacco compliance checks on 16 local retailers. These checks are conducted in conjunction with the Illinois Liquor Commission’s “Can’t Buy ‘Em Here” campaign to reduce underage tobacco use.

As a result of these checks two arrests were made:

James R. Sheehy (M/W 28 years old of Rochelle) was arrested at Stop-N-Go, 1000 S. 7 th Street, for Sale of Tobacco to a Minor.

Travis M. Morse (M/W 20 years old of Rochelle) was arrested at Casey’s General Store, 330 S. 7 th Street, for Sale of Tobacco to a Minor.

Motor Vehicle Accident

On Wednesday April 23 rd at 7:42 a.m. the Rochelle Police Department was advised of a traffic crash near 38 and 39 involving a motorcycle and a semi tractor-trailer. The initial investigation indicates that the motorcycle was eastbound on Highway 38 approaching the interchange with I-39. The westbound semi was turning off of Highway 38 onto the I-39 southbound on ramp. The semi turned in front of the motorcycle and caused the crash.

The operator of the motorcycle, Daniel B. Edwards, 60, of Rochelle, was taken to Rochelle Community Hospital where he died as a result of his injuries. The passenger on the motorcycle, Diane M. Edwards, 58, of Rochelle was taken to Rochelle Community Hospital and then transferred via helicopter to Rockford Memorial Hospital. The driver of the semi, Gerald W. Hemker, 51, of Germantown Illinois, was not injured in the crash.

Mr. Hemker was issued a citation for failing to yield turning left. His court date is set for May 28 th in Oregon at 9:00 a.m. The Rochelle Police Department is being assisted by the Illinois State Police with this ongoing investigation.

Suspicious Subjects

On Friday April 4, 2008 at 0112 hours the Rochelle Police Department responded to a report of suspicious subjects at the Road Ranger located at 890 E. Hwy 38, Rochelle.

The employee reporting the incident stated there were several subjects in the game room, and they appeared to be breaking into the video game machines.

Upon arrival the responding officers located a vehicle parked on the north end of the building, occupied by five male subjects, and two other male subjects were attempting to walk away from the vehicle. Officers located three boxed TV / DVD combo’s sitting near the car. Several of the subjects had been seen carrying boxes as officers arrived. It was subsequently learned the TV/ DVD combo’s had been taken from inside Road Ranger. A search of the suspect’s vehicle resulted in the seizure of a large amount of cash. The suspects had a second vehicle on the Road Ranger property as well. Both vehicles were seized.

All seven subjects were taken into custody, for retail theft, and identified as:

Rochelle Police Detectives and Illinois State Police Crime Scene Technicians responded to the scene, and were able to determine seven video games had been opened, and all the cash had been removed.

Several items of evidence were collected and sent to the Illinois State Police Crime Lab to be processed. Video surveillance footage was also collected at the scene.All of the above subjects were subsequently charged with Burglary, Possession of Burglary Tools and Criminal Damage to Property. Lunsford, Vance and Smith each received an additional charge of Retail Theft. Roseberry was also arrested on a warrant out of Texas.

All seven subjects were transported to the Ogle County Jail, where they are being held on a $100,000.00 bond. Roseberry would have to await extradition to Texas, should he be able to post the required bond.

The Rochelle Police Department would like to commend the quick actions of the Road Ranger employee, as the timely reporting of this suspicious activity resulted in the arrest of these subjects, and the recovery of the stolen items.

On August 22, 2007 the Rochelle Police Department arrested three of the above subjects, Marcum, Lunsford and Smith, along with three others, for gambling, at the Petro Travel Plaza. Over $1800.00 was seized at the time of that arrest.

Failure to Register as a Violent Offender Against Youth

On Wednesday March 19, 2008, the Rochelle Police Department investigated a report of a Registered Sex Offender / Violent Offender Against Youth, Josh W. Seaney, no longer living at his registered address, 105 McConaughy D-2.

Rochelle Detectives investigated the report and learned Mr.Seaney had moved from his registered address and had failed to report his address change in the required 5-days

Mr.Seaney was subsequently located and arrested. Mr.Seaney was charged with the newly adopted Unlawful Failure to Register as a Violent Offender Against Youth, a Class 3 Felony. Mr.Seaney was transported to the Ogle County Jail to await a bond hearing.

Persons required to register as a Violent Offender Against Youths are persons who have been convicted of an offense listed in Illinois Compiled Statutes 730 ILCS 154/5(b) when such charge results in finding one of the following:

  • A conviction for the commission of the offense or attempt to commit the offense,
  • A finding of not guilty by reason of insanity of committing the offense or attempting to commit the offense, or
  • A finding not resulting in an acquittal at a hearing for the alleged commission or attempted commission of the offense.

In order to be listed on the Violent Offender Against Youth Registry, the State’s Attorney in the county of conviction must verify the offense committed by the offender was not sexually motivated. Until such documentation is received the Illinois State Police and the local law enforcement agency where the offender registers, the offender is required to register as a sex offender. All of the rules and regulations that apply to Registered Sex Offenders apply to Registered Violent Offenders Against Youth.

Grand Jury Indictments

In 2007 Ogle County Sheriff Greg Beitel and Rochelle Police Chief Rob Buck combined departmental efforts, forming a gang and drug prevention unit. As a result of this cooperative effort numerous search warrants have been executed through out 2007 and 2008, in Rochelle and throughout Ogle County, leading to multiple individuals being charged with drug related offenses.

In-depth undercover investigations took place between May of 2007 and January of 2008, culminating with an Ogle County Grand Jury being convened on March 14, 2008. As a result of these investigations the Ogle County State’s Attorney Office was able to secure the following indictments:

On Friday March 14, 2008 the Ogle County Sheriff’s Department, Rochelle Police Department, Mt.Morris Police Department and Byron Police Department conducted a county-wide sweep, in an effort to apprehend all of the subjects involved. The Dixon Police Department also provided assistance with the arrest efforts. Ogle County State’s Attorney Ben Roe and Assistant State’s Attorney Aaron Wiles observed the operation.

Twenty officers/deputies/detectives took part in the sweep, which started in Mt.Morris at 2pm and concluded in Rochelle at 8:30pm, with all but one subject, Domingo Mancilla, being taken into custody.

As a result of the arrests the following subjects face additional charges:

Stephanie Ingersoll: Possession of Drug Paraphernalia
Tracy Mcbee: Possession of a Controlled Substance with Intent to Deliver
Matthew Rainwater: Possession of a Controlled Substance

One search warrant was executed at 1 South Ogle #16, Mt.Morris. Three consent searches were performed in Rochelle: 421 N. 3 rd #2, 300 4 th Avenue #4 and 1124 Avenue E.

A small amount of cash and a vehicle were seized.

On Monday 031708 Domingo Mancilla turned himself in at the Rochelle Police Department.

All subjects were remanded to the Ogle County Jail to await bond hearings.

The Ogle County Sheriffs Department and the Rochelle Police Department continue to work together, and are already preparing for the next grand jury.

Search Warrant

On March 6, 2008 the Rochelle Police Department executed a search warrant at 1029 Avenue E. The Rochelle Emergency Response Team, Rochelle Police Detectives, Rochelle K-9 Unit and Ogle County Sheriff Detectives served the warrant.

Two rottweiler dogs met the entry team as they made entry. One of rotweillers lunged at a team member, biting him on the left arm. The dogs were brought under control without further incident, and were subsequently transported to the Rochelle Vet Clinic for observation. The ERT member sustained only a slight laceration to his left arm, which required minimal medical treatment.

As a result of the search 298.5 grams of Cannabis, 49.5 grams of Cocaine, a small amount of cash, a loaded 45-caliber semi-automatic handgun, various items of drug paraphernalia were seized.

The following subjects were arrested at the scene:

Andrew J. Fetters, 33, was charged with Possession of Cocaine with the Intent to Deliver a Class X Felony, Possession of Cannabis with the intent to deliver a Class 3 Felony, Possession of a Weapon by a Felon a Class 3 Felony. Fetters was transported to the Ogle County Jail to await a bond hearing. Fetter's bond was later set at $75,000.00 with 10% applied.

Christopher E. Rangel, 22, was charged with Unlawful Possession of a Controlled Substance (Cocaine) a Class 4 Felony. Unlawful Possession of Cannabis with the Intent to Deliver a Class 3 Felony. Rangel was transported to the Ogle County Jail to await a bond hearing. Rangel's bond was later set at $50,000.00 with 10% applied.

David A. Price, 18, was charged with Possession of Cannabis a Class B Misdemeanor. Price posted bond and was released with an Ogle County Court Date.

Dillon J. Knight, 17, was charged with Possession of Drug Paraphernalia a Class A Misdemeanor. Knight had a valid Ogle County warrant, for the charge of Disorderly Conduct, at the time of his arrest as well. Knight posted bond and was released with an Ogle County Court date.

A 16-year-old juvenile was charged with Possession of Cannabis and Possession of Drug Paraphernalia, both being Class A Misdemeanors. The juvenile was released to his parent and will be petitioned into court at a later date.

Search Warrant

On Friday February 29th, at 1546 hours a search warrant was served at 1267 Short Court Apartment 2. The Rochelle Emergency Response Team, Rochelle Detectives, Ogle County Detectives, and Dekalb County Detectives executed the search warrant.

As a result of the search Derek W. Spratt, 24, was arrested and charged with Unlawful Possession of Cannabis with the Intent to Deliver and Unlawful Possession of Drug Paraphernalia.

Items recovered in the search-included pipes, scales, grinders, over $600 in cash, and over 50 grams of Cannabis.

Also arrested was Alvaro E. Mireles Jr., 44, for Violation of an Order of Protection. Mr.Mireles had previously been served with an order of protection that stated he was to refrain from being at 1267 Short Court Apartment 2.

Sex Offender Compliance Checks

On Thursday February 28, 2008 Rochelle Police Detectives, performed compliance checks on Registered Sex Offenders living within the city limits of Rochelle.

Detectives went to 826 N. 7 th Street, the registered address of Dennis Brown, 38, in an attempt to verify he was still living at said address. Detectives learned Mr.Brown was no longer living at his registered address. Mr.Brown had failed to notify the Rochelle Police Department in the allotted time frame. A complaint for Unlawful Failure to Register as a Sex Offender, a class 3 Felony, was issued for Mr.Brown’s arrest. Mr.Brown is currently on probation for the same offense.

On Friday February 29, 2008 the Rochelle Police Department apprehended Mr.Brown on the complaint, and he was transported to the Ogle County Jail to await a bond hearing.

UPDATE: On Wednesday May 21, 2008 Dennis Brown was transported to the Illinois Department of Corrections to serve 3 years on a petition to revoke / failure to register as a sex offender.

Tobacco Compliance Checks

On Thursday February 21, 2008 as part of the Illinois Liquor Commission's "Kid's Can't Buy 'Em Here" campaign, the Rochelle Police Department conducted tobacco compliance checks on local retail establishments. In all 16 establishments were checked with 14 passing the check - not selling tobacco to the underage agent. Two arrests for sale of tobacco to a minor were made.

Arrested were:

Petro - Carmen E. Rand 19 years old of Rochelle.

Road Ranger - Dement Road - Brianne L. Shaw 18 years old of Paw Paw.

Burglaries

During a one month period (December 3rd-January 7th) Rochelle Police received ten reported burglaries/attempted burglaries to businesses in the northeast section of the city. All the burglaries appeared to be similar in nature in that forced entry was made by breaking a glass door and removing the cash register. During this time period, the Ogle County Sheriff’s Department also experienced a business burglary in Hillcrest that was similar.

Approximately a week ago, it was discovered that the Sycamore Police Department, Dekalb Police Department, and the Dekalb County Sheriff’s Department had also been investigating numerous similar burglaries in their jurisdictions. Investigators began comparing reports and physical evidence.

In the early morning hours of January 17th (Thursday), Sycamore Police officers apprehended an individual leaving the scene of a burglary in their city and subsequently charged him with burglary. This individual had previously been a suspect in these burglaries. Physical evidence obtained linked this individual to at least one of the burglaries in Rochelle.

On Friday, January 18th, Rochelle Police Investigators secured an arrest warrant for this individual for the felony offense of Burglary and served it on him at the Dekalb County Correction Center.

Arrested was: Andrew J. Solomon M/W-42 of Sycamore, IL. Bond was set at $250,000 and Solomon remains in the Dekalb County Corrections Center.

Further investigation is continuing involving the processing of physical evidence obtained at the scene of the burglaries and additional charges are expected in the coming weeks.

Burglaries

The Rochelle Police Department is currently seeking information involving several recent burglaries. On December 3, 2007 three area businesses (Dimensions Salon, Tecalitlan Restaurant, Curves Fitness) were burglarized. The offender gained entry by smashing the glass out of the front door. The offender has struck on several more occassions, with Curves and Tecalitlan each being burglarized a second time. Burritoville has been burglarized as well as Chelle Crest in Hillcrest.

Several more burglaries, 12 in all, have occurred since the above mentioned incidents. During the most recent burglary, which took place January 7, at the Rochelle First Financial Plaza, two businesses, Radio Shack and Xpressions Salon, were entered. The offender was caught on video. On December 26th at approximately 10:18 p.m., the Rochelle Police Department received a report of shots being fired in the 1100 block of Avenue B. Upon further investigation, officers were able to determine that two rounds were fired through a window of an occupied residence. None of the residents were injured, and evidence was recovered on scene. The Rochelle Police Department was assisted in this investigation by the Illinois State Police Crime Scene Investigations and the Ogle County Sheriff’s Office.

On March 1, 2005, the Rochelle Police Department took a report where a female victim received an envelope containing a letter, which was sexual in nature. There was no name or return address on the letter.

Over the next two years two more female victims came forward with mailings similar to the first letter. As many as eight more mailings were received amongst the three victims, with the last letter being received on October 25, 2007. None of the letters ever threatened the victims with physical violence, but would from time to time contain other items, such as money, cigarettes, or women’s underwear. The nature of the mailings alarmed and disturbed the victims.

During the course of the investigation Rochelle Detectives were able to rule out various suspects, with the use of DNA evidence, which had been obtained from the mailings.

On Thursday November 15, 2007 Detectives arrested Joel J. Colbert, 74, of Rochelle, and executed a search warrant for a DNA sample. Joel J. Colbert was charged with three counts of Disorderly Conduct, each being a Class C Misdemeanor.

Joel J. Colbert was released on an I-bond, with a return court date of December 12, 2007, at the Ogle County Court House.

On Monday November 5th, members of the Rochelle Police Department and Ogle County Sheriff’s Office K-9 Unit assisted the Department of Corrections Fugitive Apprehension Unit with a parole compliance check. At 303 8th Avenue, Rochelle, a Department of Corrections Investigator made contact with parolees Richard G. Hill, 49, and Julia D. Rorah-Hill, 30, both of Rochelle. Both were taken into custody for outstanding Department of Corrections warrants. As a result of the compliance check, over 80 grams of cocaine was located and over $1,700.00 was seized.

Richard G. Hill and Julia D. Rorah-Hill were charged with Possession of a Controlled Substance With Intent to Deliver (Class X felony). Both were on parole as a result of previous drug convictions. They were transported to the Ogle County Jail in lieu of bond.

On 101507 the Rochelle Police Department took an alleged sexual assault report, where in the victim, a male adult, stated he had been sexually assaulted, by a male adult subject, while he slept. The suspect was described as a male Hispanic, known to the victim as Noe Soto, 28, of Rochelle.

Rochelle Detective’s located Noe Soto on 110107, at which time he was placed under arrest, and charged with Criminal Sexual Assault, being a Class 1 Felony. At the time of arrest the suspect’s name, Noe Soto, was found to be an alias. The suspect was identified via fingerprints as Luis Alberto Duran-Acre.

Luis Alberto Duran-Acre, aka Noe Soto, was transported to the Ogle County Jail to await a bond hearing.

On 110207 Luis Alberto Duran-Acre went before an Ogle County Judge, and bond was set at $5000.00 with 10% applied. Luis Alberto Duran-Acre remained in the Ogle County Jail.

On 102107 the Rochelle Police Department responded to a report of deceptive practice at a local retailer. It was reported that a black female had been writing checks under the name Lakesha L. Simmons, which were subsequently coming back marked insufficient funds. The checks totaled over $1200.00, and were written on a local bank account.

Upon further investigation Rochelle Detectives learned Simmons had opened the local bank account with checks from an out of state bank account, which was closed. The checks wrote to the local bank totaled over $2300.00.

On 102307 Detectives met with Lakesha L. Rollins, 32, of Rochelle, who was subsequently arrested on two counts of Deceptive Practice, with each count being a Class 4 Felony. Lakesha L. Rollins was transported to the Ogle County Jail. Lakesha L. Rollins also uses the alias names of: Lakesha L. Simmons and Lakesha L. Blount.

On 102407 Lakesha L. Rollins went before an Ogle County Judge, where bond was set at $5000.00 with 10% applied. Lakesha L. Rollins remained in the custody of the Ogle County Jail, awaiting bond.

On Friday September 28 th, 2007 at 2026 hours, the Rochelle Police Department patrol units responded to a report of a fight in progress, in the 300 block of Lincoln Hwy.

Upon arrival two male juvenile victims, 14-years of age, stated they had been approached by two male subjects, who asked them if they had been throwing eggs at passing vehicles. The victims stated they were battered by one or more subjects, as result of them stating they did not know anything about vehicles being egged.

One of the male juvenile victims received minor injuries. The second male juvenile victim lost a tooth as a result of the battery. Neither victim could identify their assailant.

After further investigation, by Rochelle Police Detectives, it was learned, through eyewitness accounts, that Zackery A. Sondgeroth, 18, was the alleged assailant.

On Wednesday October 10 th, Rochelle Detectives obtained an arrest warrant, from the Ogle County State’s Attorney Office, for Aggravated Battery, a Class 3 Felony, for the arrest of Zackery A. Sondgeroth. Bond was set at $10,000.00 with 10% applied.

On Thursday October 11 th, Zackery A. Sondgeroth turned himself in, at the Rochelle Police Department, and posted the required bond. Zackery A. Sondgeroth was released with an Ogle County Court date of October 26 th, 2007.

On Tuesday October 9, 2007 at 1237 hours, the Rochelle Police Department received a call reference an unwanted subject, at 115 N. 9 th Street.

While en route to the scene, the caller advised the suspect had left the residence, on foot, in an unknown direction. The victim reported she knew the suspect as Jason L. Otten, 29, a Registered Sexual Predator, who in currently listed as homeless.

The responding officer checked the area, and located Jason L. Otten in the 400 block of 2 nd Avenue, where he was taken into custody, without incident.

Upon further investigation it was learned that Jason L. Otten had allegedly entered 115 N. 9 th Street, through a window. The victim was not harmed in this incident.

On Monday September 24, the Rochelle Police Department received a report of a possible Criminal Sexual Assault, with the victim being under 13 years of age. As a result of the investigation it was learned there were multiple victims. The alleged incidents were believed to have taken place in Rochelle, over the course of several years.

On Thursday October 4, 2007 Rochelle Police Detectives, along with assistance from the Illinois State Police Internet Crimes Unit and Chicago Police Department executed a search warrant at 851 West Wellington Avenue in Chicago Illinois. As a result of the search officers confiscated several computer hard drives.

Detectives met with the alleged offender, Chad H. Rand, 22, formerly of Rochelle, who was taken into custody without incident.

Chad H. Rand was charged with three counts of Predatory Criminal Sexual Assault, with each count being a Class X Felony, and one count of Criminal Sexual Abuse, being a Class 4 Felony.

Thursday, 09/27/07 the Rochelle Police Department Patrol Division was dispatched to 435 Willis apartment 20 reference a domestic violence call. Upon arrival officers heard several people screaming. Officers made contact with Blanca Campos, 22.

While investigating the domestic violence call, Campos struck her boyfriend in front of the responding officers. Officers advised Campos she was under arrestfor domestic battery. Officers attempted to place Campos into custody, but were struck several times by Campos. As Campos was resisting arrest, officers subdued her by deploying a TASER. She was taken into custody and transported to the Police Department.

Campos was charged with two counts of Aggravated Battery to a Police Officer (Class 3 Felony), Resisting Arrest (Class A Misdemeanor), and Domestic Battery (Class A Misdemeanor).

Thursday, 09/27/07 the Rochelle Police Department Patrol Division was dispatched to the area of 8 th Ave. and N. 9 th St. reference juveniles in a vehicle throwing eggs at another vehicle. Upon arrival to the area Officers were advised the vehicle had left southbound on N. 7 th St. being followed by the complainant. Officers located the car on S. 7 th St., and Lakeview initiating a traffic stop. An investigation was conducted with the complainant identifying the subject who threw the eggs. Officers arrested Maxwell Arne, 18, and Dillon Knight, 17, both from Rochelle, for Disorderly Conduct (Class A Misdemeanor).

Three juveniles were released from the scene. Officers confiscated toilet paper, fireworks and eggs out of the vehicle. The victim’s vehicle was cleaned off with no damage.

Arne and Knight posted bond and were released with a future court date.

On Sunday 092307 the Rochelle Police Department responded to 245 Avenue C, reference a 911 call.

The caller, Edmond J. Kirksy, 68, advised responding officers he wanted to make a report of a male subject harassing him.

Responding officers ran a warrant check on Edmond J. Kirksy and found him to have a valid Ogle County warrant, for failure to appear. Officers advised Edmond J. Kirksy of the warrant, and placed him under arrest.

During the subsequent search of Edmond J. Kirksy, prior to transporting him to the station, the arresting officer located six individually wrapped packages of suspected cocaine. One hundred seventy-eight dollars and ninety cents was also found on Edmond J. Kirsky’s person, and was subsequently confiscated.

Edmond J. Kirksy was charged with Unlawful Possession of a Controlled Substance, a Class 4 Felony, and was transported to the Ogle County Jail to await a bond hearing.

Additional drug related charges, against Edmond J. Kirksy, are still pending.

Thursday, 09/20/07 the Rochelle Police Department Patrol Division was dispatched to Wal-Mart reference two black females shoplifting, and were attempting to leave the store. Before the police arrived, Wal-Mart management got into an altercation with the two suspects, who fled in a vehicle from the store lot. The Wal-Mart employee was injured during the altercation, but refused medical attention.

Upon arrival to the area, police were unable to locate the vehicle, but were provided with a license plate number, from Wal-Mart management, of the suspect vehicle.

After an investigation, by responding officers following this incident, Naomi N. Harris, 22, of Rochelle was arrested on 092307 for Aggravated Battery (Class 3 Felony), and Retail Theft Under $300.00 a (Class A Misdemeanor).

Harris was transported to the Ogle County Jail to await a bond hearing.

On Wednesday September 19 th, 2007 Rochelle Police Detectives arrested Juan C. Vazquez, 33, of Rochelle, for Criminal Sexual Assault being a Class 1 Felony, and Aggravated Criminal Sexual Abuse being a Class 2 Felony.

The Rochelle Police Department received a report stating Juan C. Vazquez had inappropriate contact with a 13-year old female victim. During the course of the investigation another female victim came forward and stated she too had been assaulted by Juan C. Vazquez, several years earlier.

Juan C. Vazquez was transported to the Ogle County Jail to await a bond hearing. Bond was subsequently set at $75,000, with 10% applied.

On Thursday September 20th, Juan C. Vazquez was released from jail after posting $7,500 cash bond, with a return court date of October 3, 2007.

On Wednesday September 19, 2007 members of the Rochelle Police Department Patrol Division were dispatched to Rochelle Community Hospital reference a male subject being stabbed.

After an investigation by responding officers, it was determined that Sylvia E. Kelly, 42, cut her boyfriend, with a knife several times after an argument in their apartment located at 107 McConaughy Ave. #10.

Responding Officers were able to locate Sylvia E. Kelly who was taken into custody, without incident. Sylvia E. Kelly was charged with Aggravated Domestic Battery, a Class 2 Felony, and was transported to the Ogle County Jail to await a bond hearing.

On Thursday September 7, 2007 the Rochelle Police Department arrested Andrew J. Reichel, 21, for Failure to Register as a Sex Offender. Mr.Reichel had moved from his registered address, 1258 Short Court #3, and failed to register his new address within the required 5-day period. Mr.Reichel was transported to the Ogle County Jail, to await a court appearance, where his bond will be set.

On Wednesday July 25 th, 2007 the Rochelle Police Department began an investigation into an alleged sexual assault, after a 9-year-old juvenile stated he/she had been sexually assaulted.

During a forensic interview at the Shining Star Children’s Advocacy Center in Dixon, the 9-year-old victim disclosed that he/she was assaulted on two separate occasions, at two separate locations in Rochelle, over a period of several years.

After a thorough investigation and with the assistance of the Ogle County Sheriff’s Office, Jason P. Thomasson, 33, of Rochelle, was arrested by the Rochelle Police Department on Wednesday September 5 th on two counts of Predatory Criminal Sexual Assault of a Child, a Class X felony. Jason P. Thomasson was subsequently transported to the Ogle County Jail where he will appear before a Judge to establish his bond.

John B. Roe, State's Attorney of Ogle County, announces that Jason P. Thomasson, 33, of Rochelle pled guilty on Wednesday to one count of Predatory Criminal Sexual Assault of a Child, a class X felony. Thomasson was arrested by Rochelle Police Detectives in September of last year for the offense, which occurred during June or July of 2005. The victim was 7 years old at the time of the offense. Thomasson was sentenced to 10 years in the Illinois Department of Corrections, and due to Illinois truth in sentencing laws will be required to serve approximately 85% of the sentence. He will receive credit for time served in the Ogle County jail, and will be required to remain on parole for three years upon his release from prison.

On Sunday August 26, 2007 the Rochelle Police Department took a report of a male subject standing naked, outside of his vehicle, in the area of North 10th Street and 5th Avenue, partaking in a lewd activity. A witness reported the male subject was watching three teenage females that were in the area.

The witness was able to get a vehicle description, including the license plate number, which registered to a Michael W. Flaherty, out of Wisconsin. The investigating officer was able to make contact with Mr.Flaherty, who agreed to return to Rochelle to speak with investigators.

 

On Wednesday September 5, 2007 Mr.Flaherty returned to the Rochelle Police Department, where he met with a detective. Mr.Flaherty was subsequently charged with Public Indecency, a Class A Misdemeanor. Mr.Flaherty posted $100.00 cash bond, and was released with an Ogle County Court date of October 5 th, 2007.

On Wednesday 082207 at 10:42am, the Rochelle Police Department received a report of subjects engaging in a possible card scam at the Petro Travel Plaza.

Responding officers were able to locate seven individuals involved in the incident. As a result of the on scene investigation it was learned the suspects were involved in an illegal card game, commonly referred to as “Three-card Monte.” Seven subjects were taken into custody. The following six individuals were charged with Gambling, a Class A Misdemeanor.

As a result of the arrests officers seized $1849.59, from the above subjects, which was believed to have been funds used in or received during the illegal gambling.

All subjects charged with gambling were released on I-bonds, with a September 26, 2007 court date in Ogle County. Mr.White and Mr.Lunsford posted $300.00 each on their warrants, and received court dates in their respective counties.

On Tuesday, August 14th at 3:16 p.m., Rochelle Police received a call of an accident with injuries at the intersection of Il Rt 38 and Caron Road. Upon officer’s arrival, they found a westbound semi had struck a northbound Honda passenger car and had pinned the car upon the northwest curb of the intersection in front of the Holcomb Bank. Officers found two female occupants of the Honda with the female passenger unconscious. Rochelle Fire personnel transported both females to Rochelle Hospital for treatment.

Initial investigation indicates that the Honda was traveling northbound on Caron Road being driven by 15 year old Kathryn Beguin of Rochelle, with her mother 54 year old Marian Beguin as the front seat passenger. Kathryn was driving on an instructors permit. Witnesses report the semi, driven by 52 year old Angel Fabelo of Cicero, Il was westbound on Il Rt 38 and disobeyed the red light, striking the Beguin auto on the passenger side.

Kathryn Beguin and Marian Beguin were treated at Rochelle Community Hospital. Marian Beguin was later flown to Saint Anthony Hospital where she passed away. An autopsy is pending. Kathryn was being treated for non-life threatening injuries at RCH.

Fabelo was issued a citation for disobeying a traffic control signal and will appear in court at a later date. The investigation is continuing with the assistance of the Ogle County Sheriff's Department, the Illinois State Police and the Ogle County State's Attorney's Office.

On Monday July 23, 2007 Rochelle Police Detectives concluded their investigation into the criminal damage to property, committed at Spring Lake on July 12th.

Rochelle Police Detectives charged the third and final suspect, a 12-year old juvenile, with Criminal Damage to State Supported Property, being a Class 3 Felony, and was released to his parents, with a pending court appearance.

The Rochelle Police Department completed the installation of new “state of the art” video systems in each of the marked squads this week. These systems replace VHS systems that are several years old. The new systems, manufactured by I-COP, have pre-event recording which allows recording of video a minute prior to activating the record button. The system also allows for wireless download of video to a server.

The next phase of this project will be wireless connectivity of the squad laptops to allow officers to complete reports in the field, access e-mail, photos, and internet, and allow viewing of the I-COP video systems from the office. “These systems are capable of doing just about anything” states Chief Buck. “For our personnel to be able to log in to a squad and see what they are seeing, takes us to a new level of technology”. In the near future, a dispatcher will be able to view an officer’s status on a traffic stop via live video. This will increase the officer’s safety immensely.

The department purchased seven video systems along with a computer server which stores the video for over $47,000.00. This equipment was purchased with funds collected from fines associated with DUI offenses and drug offenses with no tax dollars utilized. The following is a link to view the system www.icop.com.

On Monday July 16, 2007 Rochelle Police Detectives arrested two 13-year old juveniles, for the damage committed to the Spring Lake Pool on July 12 th. A third arrest is expected to made within the next week.

The juveniles were charged with Criminal Damage to State Supported Property, being a Class 3 Felony, and were released to their parents. A court appearance is pending.

On July 4 th at 11:56p.m., the Rochelle Police Department received a call of a disturbance in the 400 block of South 12 th Street. The responding officers were advised that the offenders were possibly in the 1100 block of Avenue E. Upon responding to this area, the officers located a victim of an aggravated battery at 1124 Avenue E. The victim was later taken to the Rochelle Community Hospital for treatment of stab wounds allegedly sustained at 1124 Avenue E.On 070507, after further investigation into this incident, the Rochelle Police Detectives arrested Roberto M. Godina in reference to this case. Mr. Godina, 32, of Rochelle, was charged with the offense of Aggravated Battery (Class 3 felony). He was transported to the Ogle County Jail.

On Wednesday, 06/06/07 the Rochelle Police Department Patrol Division arrested Larry L. Burton, 26 of Rochelle, following a traffic stop for an equipment violation. After an investigation to include a K-9 alert by the department K-9, Burton was charged with possession of cannabis under 2.5 grams (Class C misdemeanor), possession of drug paraphernalia (Class A misdemeanor), no front plate (petty offense), and also arrested on an outstanding Felony Probation Violation Warrant for Possession of a Controlled Substance from El Paso Co. Sheriffs Department, El Paso Texas. Burton was transported to the Ogle County Jail pending further court dates.

Michael S. Geralds

On Wednesday May 30 th, 2007 at approximately 1:00am a Rochelle Police Department Patrol Officer observed a subject in the alley behind the El Sol restaurant, 508 4 th Avenue, attempting to gain entry to said business.

The officer called for assistance and responded to the El Sol restaurant. Upon arrival of assisting officers, they observed the rear door to El Sol to have been forced open, and could hear someone inside, apparently causing damage to the business.

Officers ordered the subject to exit the restaurant, at which time he smashed out the glass in the front door to the business, and attempted to flee the area on foot.

Officers pursued the suspect on foot, as he ran south towards the railroad tracks. Officers were able to apprehend the suspect near the Union Pacific tracks, without further resistance.

The suspect, Michael S.Geralds, 22, was found to be in possession of a large amount of cash, and several personal checks, made out to the El Sol Restaurant.

Further investigation showed Michael S. Geralds to be a suspect in burglaries at Walker Decorating, Mike’s Barber Shop, Do-It-Best Hardware, and Colonial Flower Shop, with Walker Decorating and Mike’s Barber Shop each being burglarized on two separate occasions. With the assistance of the Illinois State Police Crime Scene Unit evidence was obtained at each crime scene linking Michael S. Geralds to each burglary.

Michaels S. Geralds was subsequently charged with seven counts of Burglary, each being a Class 2 Felony, and is currently awaiting a bond hearing in the Ogle County Jail.

Additional charges against Michael S. Geralds, reference an attempted burglary to Deals R Us, located on Cherry Avenue.

On April 17, 2007 at 5:13pm the Rochelle Police Department responded to a report of an Armed Robbery, at 132 May Mart Drive (Razor Wireless). Officers arrived on scene within minutes of the call, however they were unable to locate a suspect. The offender reportedly entered the business, approached the employee at the counter and asked for some change. The offender pulled a knife from his pocket and ordered the victim to open the cash register, and lay on the floor. The suspect took approximately $100.00 cash from the register and left the store.

On May 16 th Rochelle Police Department detectives received information from the Rockford Police Department regarding this armed robbery.

Rockford Police Personnel advised they had a suspect in custody on another unrelated robbery, and he fit the physical description provided by the victim in the Rochelle incident. After further investigation, Daniel J. Sterkeson, a 27 year-old Rockford resident, was arrested and charged with armed robbery.

Mr. Sterkeson is currently being held in the Winnebago County Jail as a result of armed robbery charges from the Rockford Police Department. He will be extradited to the Ogle County Jail for the Rochelle Police Department’s armed robbery charge.

Tuesday, 05/01/07 the Rochelle Police Department arrested Cody R. Hinrichs, 17, for Possession of Cannabis under 2.5 grams (Class C misdemeanor), and Unlawful Use of Weapons (Class 4 felony) following a drug sweep with Police K-9 Units upon request of the Rochelle Township High School. Hinrichs was transported to the Ogle County Jail pending further court dates.

Also arrested was a 16-year-old male juvenile for possession of drug paraphernalia (class A misdemeanor). The juvenile was released to his parent pending further court dates.

On April 4, 2007 Rochelle Detectives were contacted by a citizen, of Corpus Christi Texas, who claimed he was a victim of Identity Theft. The victim stated he had been informed, by the IRS, that his social security number was being used in Rochelle.

Rochelle Detectives conducted a thorough investigation, which indicated the victim’s identity was being used in Rochelle. On April 25, Detectives met with Jaime Ruiz, 27, of Sterling Illinois, who was in possession of documents identifying him as the victim in question. Jaime Ruiz was taken into custody on the charge of Unlawful Possession of Fraudulent Identification Card, a Class 4 Felony.

Jaime Ruiz was transported to the Ogle County Jail to await a court appearance.

On April 26, Jaime Ruiz went before a judge and bond was set at $50,000.00. Jaime Ruiz was remanded to the Ogle County Jail to await bond.

Additional charges against Jaime Ruiz are pending.

The victim didn’t see the suspect leave the area, and it is uncertain as to whether he left on foot, or by car.

Officer’s received a report of a suspicious vehicle in the area, at the time of this incident. This vehicle is of interest to the investigating officers, and was described as a 1998-1999 burgundy Saturn, with fender rust, and a broken out rear passenger side window, which was covered with plastic and duct tape.

Roger R. Rabelo

On September 22, 2006, Rochelle Detectives obtained an arrest warrant for Roger R. Rabelo for the offense of Aggravated Discharge of a Firearm, a Class 1 Felony, for his involvement in a shooting on September 20, 2006, in the 400 block of North 3rd Street. Rabelo turned himself in a few days later.

On April 10th 2007, the Ogle County State's Attorney's Office released the following:

 

Rochelle Man Pleads Gulity to Aggravated discharge of a Firearm.

Ogle County State's Attorney John B. Roe announced today that Roger Rabelo, 25, of Rochelle pled guilty to the offense of Aggravated Discharge of a Firearm.

Judge Michael Mallon sentenced Rabelo to 8-years in the Illinois Department of Corrections. Under the Illinois Truth in Sentencing Guidelines Rabelo will serve 85% of his sentence before he is eligible for parole, which means he will be incarcerated until at least 2012.

This incident occured on September 20, 2006 when Rabelo, a suspectd member of the Latin Kings Street Gang, fired a shot at a vehicle that was parked on 3rd Street in Rochelle. Assistant State's Attorney Michael Combs stated he was satisfied with the sentence. "This sends the appropriate message to the community that gang activity and drive by shootings will not be tolerated."

As a result of the Rochelle Police Departments continued fight against drugs, a search warrant was served at 323 Second Avenue #33. Rochelle Detectives and Patrol Officers served the warrant at 1430 hours on Friday March 30, 2007.

A search of the residence uncovered 79.4 grams of cannabis, along with several items of drug paraphernalia, such as grinders, digital scales, pipes, and packaging material. Two suspects were taken into custody at the scene.

Patrick R. Gaffket, 19, was charged with Possession of Drug Paraphernalia, a Class A Misdemeanor, and released with court date of May 2, 2007 in Ogle County.

William P. Cupp Jr., 44, was charged with Possession of Cannabis Over 30 grams but less than 500 grams, a Class 4 Felony. William P. Cupp Jr. was transported to the Ogle County Jail to await a bond hearing.

On September 5th 2006, members of the Rochelle Police Department responded to the Christian Community Church located at 1502 Flagg Road in reference to a burglary report.  Officers found that entry had been gained to the church through a window.  As a result of this call, officers checked other local churches.  Upon further investigation, it was determined that the First Baptist Church located at 810 Woolf Court, and St. Jude’s Church located at 1501 10th Avenue, were also burglarized. 

A small amount of U.S. currency was taken from the churches. 

Rochelle Police Detectives had developed a suspect, Dustin M. Hutcherson, 19, in these cases during the initial investigation. Dustin M. Hutcherson was taken into custody by Rochelle Police Detectives on September 6 th, 2006, on unrelated charges.

The burglary reports and the related evidence were forwarded to the Ogle County States Attorney’s Office for charges of Burglary, against Dustin M. Hutcherson.

On March 26 th, 2007 Dustin M. Hutcherson pled guilty to the burglary charges, agreeing to 7-years in the Illinois Department of Corrections, as well as full restitution to the Churches.

On February 17 th, 2007 members of the Rochelle Police Departments Investigations Division, Emergency Response Team, and K-9 Unit executed a search warrant at 590 First Avenue, Apt #1.

As a result of the search officers located a stereo amplifier in the trunk of a vehicle, which registered to Whitney N. Burtman, 19. The amplifier had been reported stolen from a vehicle in the 700 block of Kelley Drive, approximately 2-weeks earlier.

On March 23, 2007 the Ogle County States Attorney’s Office issued a warrant, for Theft Over $300, being a Class 3 Felony, for the arrest of Whitney N. Burtman.

On March 23, 2007 at 2251 hours a Rochelle Patrol Unit performed a traffic stop on Whitney N. Burtman’s vehicle, and took her into custody on the warrant.

Whitney N. Burtman was transported to the Rochelle Police Department, where she posted the required $2000.00 bond, with 10% applied, and released with a court date of 041307 at 0900 hours in Oregon Illinois.

Additional drug related charges are still pending as a result of the search warrant.

On March 5, 2007 Rochelle Police responded to an ambulance assist, at 103 McConaughy E4, reference a male subject who had a knife stuck in his chest. Responding Officers were advised the incident was accidental, with the victim having fallen on the knife.

Further investigation, by Rochelle Detectives, revealed Amber J. Mosher (20 yoa) had stabbed her husband, Joshua C. Mosher (27 yoa) after a verbal argument.

Amber J. Mosher was subsequently arrested for Aggravated Domestic Battery, a Class 2 Felony, and is currently in the Ogle County Jail, awaiting a bond hearing.

On Thursday, February 22, 2007 shortly after 2:00 p.m., the Rochelle Police Department was notified by Rochelle Middle School personnel of some graffiti written in a girl’s bathroom on a bathroom stall. Amongst the various graffiti was a statement to the effect that there would be a bomb at the school on Friday, February 23 rd. It is believed that the graffiti took place during the lunch hour.

The Rochelle Police Department and the school administration are investigating as to the source of the writings and increased security measures are being implemented however at this time this appears to be merely an act of vandalism. A note was sent home with students explaining to parents what had occurred and school will be in session on Friday.

On January 31, 2007 Rochelle Police Officer’s responded to the area of 7 th Avenue and Kelley Drive for a report of a suspicious subject. Upon arrival Officers located a subject, later identified as Jesse J. Burns, 32, inside a car, not registered to him, at 700 Kelley Drive. Officers ordered Burns out the car, at which time he attempted to flee the area on foot. Officers were able to catch Burns and take him into custody.

Further investigation indicated that Burns had made forced entry to the residence located at 700 Kelley Drive as well. Officers met with victims at 101 7 th Avenue, who reported an unknown male entering their apartments, and identified Burns as the suspect in two additional incidents.

Burns was charged with Criminal Trespass To Residence, a Class 4 Felony, and was transported to the Ogle County Jail to await a pending court appearance.

Additional charges against Burns are pending.

On February 1, 2007 Rochelle Police Detectives investigated a report of a registered sex offender, Alan J. Luke, 34, not living at his registered address, 351 Phyllis Avenue Rochelle.

Detectives were able to arrange a meeting with Luke, who subsequently admitted he had moved, and changed his employment status, and failed to report both to the Rochelle Police Department in accordance with the provisions of the Child Sex Offender Registration Act.

Luke was arrested for the charge of Unlawful Failure to Register as a Sex Offender, a Class 3 Felony.

Luke was transported to the Ogle County Jail to await a pending court appearance, to determine bail.

On January 27 th members of the Rochelle Police Department executed a search warrant at 203 ½ South Main Street. Officers located various items of drug paraphernalia. The warrant was served with the assistance of the Rochelle Police Emergency Response Team and the K-9 Unit.

Laurie A. Watson, 30, and Gregory Tate, 35, of the aforementioned address, were arrested as a result of the search warrant. Tate was charged with Unlawful Possession of Drug Paraphernalia. Tate was able to post the required bond, and was released with a pending court appearance. Watson was also charged with Unlawful Possession of Drug Paraphernalia, and was found to have an outstanding warrant for Failure To Appear, out of Rockford Illinois. Watson was unable to post the required bond and was transported to the Ogle County Jail pending a court appearance.

The Rochelle Police Department continues to put an increased focus on investigations relating to gang and drug activity.

On January 19th members of the Rochelle Police Department executed a search warrant at 1250 N. 8th Street Apartment 6. Officers located approximately $3000.00 worth of suspected cocaine, and approximately $200.00 worth of suspected cannabis. Over $950.00 cash was seized as well. The warrant was served with the assistance of the Rochelle Police Emergency Response Team and the K-9 Unit.

Shawn A. Andrews, 36, of the aforementioned address, was arrested as a result of the search warrant. He was subsequently charged with unlawful possession of a controlled substance 15 to 100 grams (Class 1 Felony) and unlawful possession of cannabis 30-500 grams (Class 4 Felony). Mr.Andrews was transported to the Ogle County Jail pending a court appearance. Additional charges and seizures of property are pending.

The Rochelle Police Department recently added a fourth detective postition. With this addition, there will be an increased focus on investigations relating to gang and drug activity.
