Administration

General responsibilities:

  • Providing overall direction and vision to the agency and personnel
  • Ensuring the quality of the police service delivered to the residents of Rochelle is at the highest level
  • Managing the budget and equipment, administering policy and procedure
  • Researching, planning, maintaining training standards and records
  • Preparing annual reports and statistical data, overseeing community related programs
  • Addressing community concerns and complaints 

Chief

Pete Pavia

Chief Pavia joined the department in 2018. He has been in Law Enforcement for 27 years starting his career in 1997. He holds a degree in Criminal Justice and attended Northwestern university’s School of Police Staff and Command. Chief Pavia has an extensive background in investigations and supervision. He is also certified in crisis intervention, advanced homicide investigation, a carbine instructor, juvenile officer, use of force instructor, and evidence technician. Chief Pavia was previously the High School Resource Officer at Rochelle Township High School and is now serving as the Chief of Police.

Deputy Chief

Phil Frankenberry

Deputy Chief Frankenberry joined the department in 1998. He has training in S.W.A.T., Critical Incident Response, Rapid Deployment, Juvenile Law, Drug Investigations and truck weight enforcement. He is a graduate of Northwestern University’s School of Police Staff and Command and served four years in the United States Air Force. He is also a graduate of the 274th session of the FBI National Academy.

  

Administrative Assistant

Carmen Swanson

Administrative Assistant Swanson joined the department in 2021. She is a Sauk Valley College graduate with a Criminal Justice and Corrections degree. She has a certificate in High Performance Leadership from Professional Development Academy. She serves as a FOIA Officer, and is certified in First Aid, CPR, AED, and CPI. She also has training in Strangulation Prevention and is part of the Strangulation Prevention Taskforce for Ogle County. 

   
Investigations Division
 

Detectives assigned to this division are responsible for follow-up investigations, maintenance of community programs including safety talks, and conducting special enforcement initiatives.  As a result of their unique abilities and specialized training, these individuals are tasked with solving cases that are generally too time consuming  for the patrol division to handle.  These cases can range from juvenile offenses to homicides.  Regular interaction with the patrol division ensures a high case clearance rate via a unified department.

 

Detective Sergeant

William Haan

Sgt. Haan joined the department in 2003. In 2019, he became a graduate of Northwestern university’s School of Police Staff and Command. He is assigned to the Detective Division. He has training in Breath Alcohol Operator, Sex Offender Registration, Supervision, Rapid Deployment, Leadership, Complete Traffic Stops, Field Interviews, Search and Seizure, Patrol Tactics, Interview and Interrogation, Lead Homicide Investigation and Advanced Interview and Interrogation and is trained in Juvenile Law.

Detective

Elvis Baneski

Baneski joined the department in 2008.  He is assigned to the Detective Division.  He has training in Complete Traffic Stops, Rapid Deployment, truck weight enforcement, and is a Certified Juvenile Officer.  He holds a Bachelor’s Degree in Business Management.  He had the highest number of D.U.I. arrests for the department in 2019, 2021, and 2022 and was recognized by A.A.I.M. each year.

 

Patrol Division

The Patrol Division is the largest and most visible part of the department.  Some of the calls for service handled by patrol may include emergency medical calls, neighbor disputes, disturbances, animal complaints and criminal offenses.  One of the goals of this division is to assist in making Rochelle a safe environment for those who reside in or travel through our city.  We strive to achieve this goal through directed or routine patrols, and by interacting with the public.

 Sergeant

Jim Gilliam

Gilliam joined the department in 2005 and just was promoted to Sergeant in 2022. He is assigned to the Patrol Division. He has training in S.W.A.T., Gang Investigations, Breath Alcohol Operator, Excited Delirium and Juvenile Law.  He serves as a member of the Emergency Response Team, is a Taser Instructor and is a Field Training Officer.  He has a Bachelor’s Degree in Law Enforcement and Justice Administration.  He was recognized by A.A.I.M. in 2012 for his D.U.I. arrests. Gilliam will also graduate from Northwestern University’s School of Police Staff and Command this May 2022.

Sergeant

Joe Sester

Sester joined the department in 2011.  He is assigned to the Patrol Division.  He has training in Patrol Tactics, Complete Traffic Stops, Supervision, Truck Weight Enforcement, BAO Certified, and has prior police experience.

Sergeant

Ryan Beery

Beery joined the department in 2014 and has an Associate’s Degree in Criminal Justice. Ryan is also a certified juvenile officer, and has received training in police Spanish, OC, LEADS, Taser, and FTO. He is a gang specialist, became a K-9 officer in 2016, breath alcohol operator, trained in interview and interrogation. He also handles firearms and is part of the Rochelle ERT Team.

Sergeant
Aaron Rodabaugh

Rodabaugh joined the department in 2001. He is now as Sergeant and also is a Field Training Officer and has training in Field Sobriety Testing, Breath Alcohol Operator, Rapid Deployment, Interview and Interrogation, Accident Investigation and Juvenile Law. He served four years in the United States Marines as an MP. He has an Associate’s Degree in Criminal Justice.

 
 

Officer
Matthew Wittenberg

Wittenberg joined the department in 2004.  He serves on the Emergency Response Team and he is a firearms and less-lethal shotgun instructor.  In addition, he has received specialized training in Tactical Interactions, S.W.A.T., and Patrol Tactics.  He won the department’s A.A.I.M. award for three consecutive three years for having the most D.U.I. arrests and he was recognized again in 2012 by A.A.I.M. for his efforts.

James Jakymiw

Officer Jakymiw joined the department in 2007. He holds a Bachelor’s Degree in Law Enforcement and Justice Administration from Western Illinois University. He is NASRO Certified, an ALICE (Active Shooter Response) Instructor, and a Certified Child Safety Seat Tech. He has received additional training in Rapid Deployment, Behavioral Threat Assessment, Evidence Tech, Juvenile Law, Hazmat, Taser, CPR, AED, and Stop the Bleed. He is currently the School Resource Officer at the Rochelle Township High School.

Ryan Kovacs

Officer Kovacs joined the department in 2015. Ryan has a Bachelor’s Degree in Criminology from NIU. He is currently assigned to the Patrol Division. Officer Kovacs is a Field Training Officer, a Certified Juvenile Officer, a Truck Enforcement Officer in addition to being a Taser, OC and Less Lethal Instructor. Officer Kovacs is part of the Rochelle ERT team. He has received training in DUI, Breath Alcohol Operator, ARIDE and Crisis Intervention. Officer Kovacs has prior police and corrections experience.

 
 

K9 Officer
Trevor Owen

Officer Trevor Owen joined the Police Department in 2015 as a 911 Dispatcher. In 2019, Officer Owen was hired as a Patrol Officer by Kirkland Police Department which he attended the Part-Time Police Academy at the Illinois Valley Crime Prevention Commission Academy. As Officer Owen completed his training, he also worked Part-Time as an Officer with Genoa Police Department. In 2020, he was hired as a full time Patrol Officer for the City of Rochelle. He attended a two-week transition course to become full time certified through the state at Southwestern Illinois Police Academy. Officer Owen has received training in Complete Traffic Stops, fingerprint and tool impression extractions, control tactics, taser, CPR, and Force on Force Simunition. Officer Owen is part of the Rochelle ERT Team and is the K9 Officer with K9 Odie. Odie is NPWDA Nationally Certified in tracking, narcotics, article/area/building search, and apprehension. He’s a two year old German Shepard and was imported from Poland.

Nate Brass

 

Officer Nate Brass joined the department in 2022. He is assigned to the patrol division. He is trained in Hazmat, Bloodborne Pathogens, Use of Force, Taser, LEADS, ISP BAO Certified, Proactive Patrol Tactics, and Child Abuse and Neglect. Brass is currently apart of the Rochelle ERT Team.

Sydney Jackson

 

Officer Sydney Jackson joined the department in 2022. She is assigned to the patrol division. She also is a member of the National Guard. She is trained in Bloodborne Pathogens, Hazmat, LEADS, FEMA, Use of Force, Taser, Deceptive Behavior and Hidden Compartments Training, and is part of the Rochelle ERT Team. Sydney is currently the Rochelle Middle School Resource Officer.

Officer Pedro Anaya started working for our department in 2023. He is assigned to the patrol division and graduated from Sauk Valley Police Academy. He is trained in HAZMAT, Bloodborne Pathogens, Use of Force, Taser, CPR, LEADS, and BAO Certified.

Officer Adam Witt started working for our department in 2023. He is a lateral officer and is assigned to the patrol division. He is BAO Certified and trained in Use of Force, LEADS, Hazmat, Bloodborne Pathogens, CPR, and Taser.

Officer Matt Gerard started working part time for our department in 2023. He was previously with our department as well and is assigned to the patrol division. Officer Gerard is part of the Rochelle ERT Team and has training in CPR, HAZMAT, Bloodborne Pathogens, LEADS, Taser, Use of Force.

Officer Ryan Winterton started working for our department in 2024. He is assigned to the patrol division. He is attending Sauk Valley Police Academy this fall.  

Communications Division

The Communications Division serves as a public safety answering point (PSAP) for the City of Rochelle, and provides emergency and non-emergency radio and telephone communications for the police and fire departments.  Dispatchers utilize an enhanced 9-1-1 (E911) system and computer aided dispatch (CAD) to rapidly and efficiently perform their duties.

Luisa Nambo

CS Nambo joined the department in 2003 and is in charge of the Communications Division is a bilingual certified Center Manager. She serves as a FOIA Officer, LEADS Coordinator and CAD Administrator. She has training in LEADS, Incident Command, Communications Training Officer, Fire Dispatch, Law Enforcement Dispatch, EMD Dispatch, Active Attack Integrated Response, Active Shooter, Hostage negotiations, Suicide Intervention, Ogle County Siren Operations, OnStar, CPR, AED, Pipeline Emergency Response, and 9-1-1 Liability. She has Advanced Strangulation Prevention training and is a Certified Domestic Violence Professional.

Cory Beck

Dispatcher Beck joined the Department in 2004. She is a training officer and certified LEADS operator along with 911 Dispatch, Incident Command, Pipeline Emergency Response, Hazmat, IL-Tert, strangulation, active shooter, stress identification, 911 liability and domestic violence. She is CPR, AED certified along with On-Star, advanced law enforcement and fire dispatch, EMD and TTY.

Robin Olszewski

Dispatcher Olszewski joined the Department in 2007. He is certified in LEADS, Advanced Law Enforcement, Fire dispatch, EMD dispatch, CPR, AED, 911 Dispatch, Hostage negotiations, Incident command, active shooter, Domestic violence, Suicide intervention, On-STAR, Severe weather, Pipeline Emergency Response and Ogle County Siren Operations.  He is also a Certified Child Safety Seat Technician and a Training Officer.

Senada Moreau

Dispatcher Moreau joined the Department in 2015. She is certified in LEADS, advanced law enforcement and fire dispatch, EMD, CPR, AED, On-Star, TTY, 911 dispatch, along with Ogle County Siren Operations.  Ajvazi-Moreau has also received specialized training in strangulation and severe weather spotter training.

She is certified in LEADS, Advanced Law Enforcement dispatch, Fire dispatch, EMD, 911 dispatch, CPR, AED, On-Star, TTY, Hazmat, Call Assessment, and Ogle County Siren Operations.  She has also received Advanced Strangulation Prevention Training and is a training officer.
