At the Rochelle City Council Meeting Monday evening, Sue Messer was sworn in as the City of Rochelle’s Clerk following the retirement of Bruce McKinney. Messer, who is currently the Assistant to the City Manager, will continue to fill both roles.
“Sue has my full confidence as she takes on the City Clerk’s office. As the direct link between the community and City Council, her meticulous record keeping and attention to detail will provide citizens transparency in their local government,” said City Manager Jeff Fiegenschuh.
Over the past three years, Messer has prepared to step into the Clerk’s Office. In 2014 she was named Deputy City Clerk and began the process of training for the position. She has earned the designation of Certified Municipal Clerk (CMC), which is awarded by the International Institute of Municipal Clerks (IIMC), Inc. and Registered Municipal Clerk a designation of Municipal Clerks of Illinois.
The City Clerk is the official keeper of the records and seal of the City of Rochelle. The office maintains birth and death certificates for the County; administers the bid process for City projects; records the Lawnridge Cemetery deeds; provides a permanent record of City Council action; issues solicitor permits; and coordinates the liquor licenses.
Also sworn in Monday evening were Deputy Clerks RoseMary Hueramo and Jenny Thompson. Hueramo currently serves as Customer Service and Administrative Support for City Hall and will continue those duties in addition to serving as the Deputy Clerk. Thompson, the City of Rochelle’s Marketing and Public Relations Manager will continue in her role while serving as the backup to Messer and Hueramo.
